Bus Rapid Transit is the talk in Paksitan's urban development now a days. A 27 Kilometer long exclusive bus way is under construction for the country's second Urban BRT system in Rawalpindi-Islamabad. You are right. There are two aspects of equity. One has been discussed by you. Other aspect includes collection of taxes from all segments of society and then consume it on BRT that would likely to be utilized by low income group especially in Islamabad. Existing right of way on murree road can not be utilized because of very narrow R.O.W in some areas. Furthermore property value is very high along murree road which is much more than cost incurred in developing elevated routes. However developing elevated and reconstructing existing roads in Islamabad in not economical at all.
